Can I move, resize and rotate layers by dragging them?

Yes. Select a layer, sticky or highlight on the canvas and it gains handles: Move: Drag the middle of it. Shift keeps the move on one axis. Layers stacked by Auto Layout reorder as you drag them past each other Resize: Drag an edge handle. Icons and images resize in pixels, text layers by width, devices and highlights by scale.
